Yes, this seem to be the case. It took me a while to figure it out but I finally noticed this horrible detail. Here is why...
In the Written Torah, only Rebecca is called a virgin. Explicitly. Twice. Genesis 24:16
All other women mentioned in the Torah are only called by name. Torah never says that any other woman it mentions was a virgin.
This is not surprising...
Consider this, Torah explicitly states that Children of Israel are stiff-necked. That they easily go after other gods, especially when it comes to women.
Abraham had almost borderline perverted relationship with his step-sister, Jacob married sisters...no wonder that all these women were promiscuous.
I will even go as far as to say that Miriam was promiscuous, because Torah does not say that she was a virgin.
So as you can see, female promiscuity is something that has been haunting humanity since the time immemorial, so it is up to us to follow the Torah to reverse and prevent this.
All Torah laws that discuss female promiscuity are very just and very righteous. So any woman who claims to follow God's Law, should really examine her behavior and see if she maybe doing (or have done) something that Torah prohibits.
Once again, I need to mention that Torah provides Tabernacle and system of slaughters that allows a woman to atone for some of the promiscuity. However, there are things that woman can't atone for, so if I were a woman, I would watch out for these things.
