Does Atonement Mean At-One-Ment in the Hebrew?

When looking at the Hebrew word "kipper" or "kippur", is it accurately represented by the English words "atone" and "atonement"? Is it reasonable to conclude symbolic meanings based upon these words? When we look at the usage of the Hebrew words, we see no such implication, and instead, we see a more accurate translation is the word "cover".
