How to properly understand the Bible?

First and foremost, entire Bible points to the Torah! This is the most important fact to remember.

All books of the Bible have to be interpreted to point to the Torah, or at least all books of the Bible must be considered from the Torah perspective ONLY !

This means, that in order for the Bible to be valid and not contradict Deuteronomy 4:2, the only way to interpret the Bible would be through the Torah perspective.

I hope now it is clear that everything in the Bible points to the Torah.

The second issue is the actual commandments of the Torah in, say, Deuteronomy 17:18-20, 28:58, 28:61, 29:21, 30:10, where Torah is explicit that we are only to follow TORAH and NOTHING ELSE!!!

This argument alone disqualifies all books of the Bible except the Torah. So we are to follow only Written Torah and nothing else. This means that we do not even need the Bible. All we need is the Torah and Torah only!

I hope now it is clear that Torah is the only sanctioned book of the Bible that we are to believe in. And not even blindly. We are to use logic and reason to interpret the Written Torah. We are only to believe in the Torah interpretations and ONLY if they do not contradict logic and reason. Otherwise, logic and reason take the precedence even over the Torah.
