Why a Sojourner IS NOT a convert?

This is because Moses and his son are called sojourners yet we know that Moses and his son were not Midianite converts.

Here is the verse:
CLV Ex 2:22 When she bore a son, he called his name Gershom, for he said: A sojourner have I become in a foreign land.
As I have stated many times on this blog, a sojourner is someone who is Torah observant but who is not a part of the Assembly and who is not considered a member of the Tribes.

Only Mitzri and Edomites were allowed to become Hebrews after 2 generations of vetting. A sojourners, on the other hand, are not considered Hebrews even though they have very similar rights and responsibilities.
